Hi Kirkwood ave is 6 blocks long going under 280 and interrupted by the railroad tracks. Based on the description, we can not pinpoint the area of concern. Pictures, addresses and landmarks would help. Description or pictures of the trash would also help. If homeless is involved, that would help with proper response by agencies that can help. What would indicate that the waste is toxic? Normally this should be called into the 311 system.
