Description:

Serpentine rock may contain asbestos fiber. In order for the rock to be considers a hazardous waste, it must first be a waste. Second it must contain greater than 1% asbestos fibers and be friable. Friable means that the material would crumble under hand pressure. DTSC or the CUPA's jurisdiction is related to waste management. Who is in control of this pile? What is the intended use? The back side of the address of 123 Kiska has a rocky out cropping, but I can not tell exactly where this pile is located. BAAQMD, SF Code enforcement or SF Public Health (or al Three) may have additional management requirements for these types of soil piles if it is part of a construction project.
