Sean Birmingham, inspector of the City & County of San Francisco Department of Building Inspection, met with one of the superintendents from Cahill, on the Hunters View construction site, and obtained a copy of the site Asbestos Dust Mitigation Plan for the current phase two of construction. Inspector Birmingham learned that the Bay Area Air Quality Management District (BAAQMD) deemed the water misting system on the fence ineffective during the first phase of construction. BAAQMD enforces the Asbestos Dust Mitigation Plan which requires that the site use four air monitors to ensure that asbestos dust is well controlled. BAAQMD inspects the site daily. Basis and write reports . Cahill waters down every load with a water hose which is part of phase 2( dust migration report)
