Dust coming from work trucks and cars from worksite at the shipyard

Description:
Dust is coming off the trucks and cars leaving the shipyard worksite Monday through Friday. This is very dangerous to the health of the surrounding communities. This has been observed for the past 6 months and is still ongoing. Please contact Lennar.

Dust mitigation is a priority for the Navy and all of our work plans have specific dust mitigation requirements written into them to ensure the public is not disturbed by this common construction nuisance. After seeing this complaint. I have talked to Navy contractors and Navy fieldwork oversight to ensure that dust mitigation remains a priority. If you see specific instances of Navy contractors causing dust and can take a picture or video, I can go directly to that particular contractor and require them to fix the problem. Additional description, location, and direction of the vehicle would help to clarify the issue. Issues with Lennar activities should go directly to Lennar or the City of San Francisco.

The Navy is the lead agency responsible for the investigation and cleanup of the Hunters Point Naval Shipyard. EPA, along with its partner regulatory agencies at California EPA, oversees and enforces Navy compliance with Superfund laws to ensure the cleanup at the Shipyard protects human health and the environment. On August 25 - 28, an Air District inspector conducted patrols at the Shipyard project site (Inness Ave and Donahue St) and at the Navy Yard Crisp Road Gate. He did not observe visible dust from the vehicles entering and exiting the site during those times. He will continue to monitor for trackout at these locations.

In addition to the BAAQMD’s inspections, after the IVAN alert, I conducted inspections at the Naval Shipyard on 8/27, 9/2, and 9/10 to look for dust from trucks. On 9/10, I did a joint inspection with the BAAQMD. We observed two trucks with cover on post of the load of clean gravel, but the covers did not extend over the sides of the truck. We discussed the need to extend covers over the sides, and the Navy contractors committed to correct the situation. We observed that soil stockpiles were covered with soil sealant to keep dust down. We also observed water trucks wetting down the roads. We observed one truck entering the Shipyard without a cover, but we discovered that since it was not a Navy related truck, and it was empty, that was not an issue. We will continue to conduct both announced and unannounced inspections of the Navy’s operations at the Shipyard. In addition, the Navy has recently improved its dust control through several changes: using a vehicle that vacuums road dust instead of merely moving it to the side, assigning dedicated contract staff to require cover on trucks before they receive certain necessary paperwork before they leave the Shipyard, and improving contract management practices.
