Illegal concrete manufacturing

Description:
A concrete manufacturing plant was set up without permits and not in accordance with the zoning for that parcel at the rear of our food facility at 901 Rankin Street. Our tenant, within the building at 901 Rankin, reported that their rooftop condenser for their walk-in refrigeration stopped working because the technician noted that it was covered in concrete dust. The site kicks up significant dust from trucks operating. Additionally, on Monday August 28th at 3pm, we observed the concrete truck discharging its waste water onto the ground (photo IMG 1659) and on September 7th, I observed additional concrete waste discharged (photo IMG 1671). A Notice of Violation was issued on August 23rd (attached) and a Stop Work Order (photo attached) was also posted on August 31, but they have continued to operate.

Thank you for this complaint. Our inspector has been actively investigating this facility over the last two or three weeks. When he last visited on 9/13/17, he reported that SFPD was at the scene ensuring that the operation was shut down. We will update this comment later this week with any enforcement actions taken by the Air District.
