Asked our staff and was reassured that it is in compliance and the Environment team is monitoring it. The soil is covered when windy and rainy. That picture captures the soil being dried out for off-hauling. It is soil created from potholing mostly.

The Air Quality Inspector inspected the site on 2/21/2019 and did not find the photographed piles at the alleged address.
